Plagiarism seems to be a common problem in most schools with students copying from homework assignments of their peers mostly with their consent (but sometimes copier may even steal). So, the consequence of a mutual copying could be a ‘zero’ to both students mostly with a ‘do it again’ note. Other than that, a solution that works is to increase the load of next assignment and send an email to the parents as well. No matter what measure you adopt, the purpose is of conveying the message that cheating will not be accepted.
