Out of many strategies that I’ve tried, one that seemed to work well in improving fluency is to make the student practice a cold reading by timing them. After that make him/her read the same piece again while listening to the recording repeatedly 3 to 4 times before moving to another reading. As per my experience, the kids not only improved on the particular comprehension practiced but also became more fluent with every consecutive reading. Hope it helps your learner too!
